Heesakker Park Update
Park patrons, in early December the Heritage Parkway Trail inside Heesakker Park will close through approximately June as part of the Interceptor Rehabilitation Project. This is an important safety precaution as crews prepare for work to resume in early spring of 2025 prior to the opening of the adjacent lock. In early December a portion of the woodchip trail system inside Heesakker Park will close through approximately June as part of the Interceptor Rehabilitation Project. This is an important safety precaution as crews prepare for work to resume in early spring of 2025 prior to the opening of the adjacent lock. We thank you for your patience and understanding as this work is completed.
The Heritage Parkway Trail will be accessible and not be closed for this project. In Spring there will be materials placed alongside the paved trail system but not planned to force any closures.

This fall, the weather has cooperated and the contractors have completed the river-based interceptor lining for 2024. The crews will soon begin removing the temporary bypass lines and will dismantle the bypass pumping system. Before work stops for the winter, crews will create an access point to the river in Heesakker Park adjacent to the lock. This way, the lining work can continue west in the early spring before the opening of Fox Locks.

With work continuing on the Interceptor Rehabilitation project, boaters are reminded to use caution when navigating the river if you are in proximity to the bypass pipe.
✅ Cross the pipe at buoy marked access points.
✅ Do not cross the sewer bypass line without adequate clearance.
✅ Give work crews and equipment a wide berth.
✅ Follow all WI boater safety rules.
✅ Abide by safety markers and buoys in the river.

Here’s a photo of some construction activities that took place in August inside Riverside Park! A moveable floating barge was placed in the river, and crews will soon work from it to complete the next section of the project between the Lawe Street bridge and Heesakker Park.

During July, contractors began work inside Heesakker Park in Little Chute related to the Interceptor Rehabilitation Project. A staging area has been fenced with orange construction fence. This area of the park will be unavailable through approximately May of 2025. The kayak launch at Heesakker Park may be temporarily unavailable when crews move sections of a bypass pipe into the Fox River.

Just a reminder that Interceptor Rehabilitation Project work will take place inside Heesakker Park in Little Chute through spring of 2025. In addition to a fenced construction area, a trail closure may take place during the fourth quarter of this year as timing and weather permit.

During May, contractors working on the Interceptor Rehabilitation Project assembled bypass piping and placed it in the guard lock east of the Lawe Street Bridge. Part of the work included boring under a set of railroad tracks in the area and installing a pipe.
With the bypass piping in place, crews will begin rehabilitating the existing interceptor pipe in June, before moving on to the next section of piping.

Did you know that the materials used to rehabilitate the interceptor pipe are temperature sensitive? Contractors working on the cured-in-place lining and coatings steps of the project plan to work during the cooler parts of the day in order to achieve the best results. They really appreciate those cool and cloudy days!

Contractors working on the Interceptor Rehabilitation Project have started assembling bypass piping near the treatment plant and the Ahlstrom Mill. Once the piping is fused together, it will be moved to and submerged in the river.
Crews will also begin assembling bypass piping near the Kaukauna Water Pumping Station, north of Elm Street. A portion of this bypass line will cross the river alongside Elm.
Additionally, crews will be reinforcing the shoreline inside Riverside Park for future heavy equipment access to the river.

Here’s what the bypass piping for the Interceptor Rehabilitation Project looks like. Crews are working hard fusing the piping together. Did you know that each “weld” takes approximately one hour? With just over two miles of piping to fuse together for this portion of the project, imagine the time (and patience) it will take to prepare the bypass line for use!

Work on the Interceptor Rehabilitation Project is set to begin! Construction crews are eager to get started and will begin constructing and installing a bypass line near the Heart of the Valley wastewater treatment plant and the Ahlstrom Mill and will proceed west from there.
In April, crews will be installing temporary pumping equipment behind the Chamber of Commerce building. Also in April, crews will reinforce the shoreline inside Riverside Park to allow heavy equipment safe access to the Fox River.

Happening Today…
In preparation for the Interceptor Rehabilitation Project, a yellow, 70-foot turbidity barrier will be installed along the Fox River in Riverside Park to meet DNR requirements. The barrier will prevent the migration of sediment within the river. In the coming weeks, contractors will also be reinforcing a portion of shoreline inside Riverside Park in order to launch a barge that will be used to complete the rehabilitation project.

During the August 8 Commission meeting, Heart of the Valley Metropolitan Sewerage District Commissioners approved an award of contract to Visu-Sewer of Pewaukee for the Interceptor Rehabilitation Project. Six new effluent disc filters from Sweden have arrived at Heart of the Valley Metropolitan Sewerage District (HOVMSD). Work to install the filters and integrate them with the existing systems will take place through the remainder of 2023.

With spring in full gear, Heart of the Valley Metropolitan Sewerage District is excited to share that we have started the public bidding process for the Interceptor Rehabilitation Project. The process will take approximately 8 weeks. We started pre-qualifying contractors in March.
The district will award a contract after receiving and reviewing the bids. Logistical coordination with the contractor and member communities will begin following the award of a contract. We flush the toilet and take for granted that our waste is carried away and treated as needed. That job is carried out by the Heart of the Valley Metropolitan Sewerage District (HOVMSD), which is now preparing to embark on a major interceptor rehabilitation project. We sometimes take for granted that when we push the handle on the toilet the waste will be flushed away. You’ll be hearing more about the Heart of the Valley Metropolitan Sewerage District (HOVMSD) in the months ahead as the District’s Interceptor System Rehabilitation project moves forward. It’s a major project for an important service that residents don’t often think about.
The 5.5-mile interceptor system has experienced significant corrosion of the concrete pipe and manhole structures. The pipe remains structurally sound and has plenty of capacity for future growth, but it needs rehabilitation. Flush it. Forget it. That pretty much sums up what we do every time we flush the toilet. It’s assumed the waste will be carried away for proper treatment and disposal. That’s the job of the Heart of the Valley Metropolitan Sewerage District (HOVMSD), which continues to prepare for a major interceptor rehabilitation project. About a year from now work will be underway to install an acid-resistant liner in the Heart of the Valley Metropolitan Sewerage District’s interceptor. The 5.5 mile pipe carries wastewater from residences and businesses between Kimberly and Kaukauna to the treatment plant next to the Ahlstrom-Munksjo-Thilmany Mill.
